Some operators of Installations Classified for the Protection of the Environment ICPE must establish Internal Operations Plans POI in order to minimize damage to public health, the environment and property, by anticipating the necessary measures to be implemented to prevent and control major accidents.
Training for the implementation of the POI is an essential step for a good management of emergency situations. The objectives of this training are multiple. The aim is to put the teams in a position to react safely. To this end, the training sessions aim to train the "field" personnel, in particular, in the implementation of the various fire-fighting resources, but also to train the personnel in charge of emergency management DOI, head of the HQ, etc.
Beyond the training objective, the training sessions must serve as a means of improvement for the implementation of the POI. They should also allow for the evaluation, as they are carried out, of the means of intervention as well as the applicability, in the field, of the strategies determined in the POI document.
Training in the operational management of a disaster can take place within the establishment itself or within the Gesip training organization. It consists of role-playing exercises that take up the POI scenarios. It is important to take into account the different situations in which the teams may be required to perform their duties.
It is also advisable to involve all the actors involved, both internal and external to the institution, as much as possible. All individuals involved in emergency response, whether assigned to the field or to the PCEx, must undergo training.
