Improved coordination among Council of Europe member states is advocated in response to the increased national and international sexual exploitation of young people in the form of prostitution, pornography, and trafficking in children and young adults.
The Council of Europe adopted a recommendation in that calls for measures related to child pornography and prostitution and that identifies research priorities to obtain more information on the sexual exploitation of children. The preventive measures focus on public awareness and education, information collection and exchange, detection, victim assistance, and criminal laws and procedures. The research priorities encompass factors contributing to pedophilia, links between adoption and sexual exploitation, links between sexual abuse and prostitution, characteristics of child pornography and prostitution consumers, sex industry networks and organized crime, criminal justice system limitations in dealing with the sexual exploitation of children and young adults, and links between sexually transmitted diseases and sexual abuse.
The Council of Europe recognizes that designing preventive strategies must be based on assessing the nature and extent of child sexual exploitation and factors contributing to its genesis and that international cooperation is essential to exchange information, conduct research, implement bilateral or multilateral treaties, and encourage police collaboration.
