Re-subscription from Russia is not possible. Note: the ban is not based on nationality, Russian user accounts are not cancelled, the Russian language version works, a Russian user outside Russia whose IP is not reported as RU can access the site normally. By the way, users located in Crimea can still access it because the IP address is reported as Ukraine.
