That looks like one of those golf cart types that are licensed for use in retirement communities and are limited to roads with speed limits less than 45 MPH.
There were a bunch of them running around when I visited my sister in St. George, UT. It is classified under federal law as a "low speed vehicle" or LSV, meaning it may legally operate on certain public roads. Each state has its own variations, but typically an LSV is permitted on roads with speed limits of 35 mph or less. These are often referred to as "neighborhood" electric vehicles. But you were still left with a glorified golf cart of dubious quality.
I happen to own an LSV, so I'm very familiar with the regs. It's a side-by-side four wheel drive utility vehicle that we bought for use on our farm. Thanks to the LSV status, though, we are also legally permitted to take it on some nearby roads, of we really want to.
