The police report indicates that Clark was messaging what he thought was a year-old boy on a website called Sniffies. Clark had arranged to meet the teen at a specific location, where he was arrested. In response to the arrest, the Clay Soil and Water Conservation District issued a statement expressing their deep concern over the incident. The district was blindsided by this information several hours after former Supervisor Clark had emailed his notice of resignation Friday afternoon.
